Ohio lawmaker proposes Lifeline utility discounts for elderly

State Rep. Fauver introduced a bill to extend utility bill discounts to residents 66 and over or permanently disabled under a homestead exemption. Discounts range 10 to 25 percent by income, funded by utilities gross receipts tax with potential rate recovery. The plan caps usage at 40 000 cubic feet gas and 600 kilowatts electricity monthly.

Gag Order Issued in Noske Disappearance Case

Cleveland AP reports Cuyahoga County Common Pleas Court Judge Harry Hanna imposed a gag order on investigators in the Arthur Noske disappearance. The judge cited extensive publicity and concerns over a fair trial for Dr Stuart Kutler accused of murder. Noske’s mother Ann Noske stated the boy was beaten to death on February 4.

U.S. panel warns of new urban riots

A government task force warned of possible recurrence of urban riots and urged police agencies to maintain contingency plans for civil disorders and terrorist acts. Led by New Jersey Governor Byrne, the group prepared 660 pages of standards for handling disorders and terrorism while stressing preservation of constitutional rights and lifesaving priorities.

Hills complex eyed as county revenue bonds urged

Lorain County Commissioners heard that a Cleveland firm seeks 4 million in revenue bonds to fund a 1 acre Hills Department Store, Burger King, grocery, and about a dozen shops at Ri and Cleveland Street in Elyria. The project aims to create 200 jobs and boost tax revenues, with a 25-year lease for Hills now completed and a 360000 traffic signal planned to ease congestion at White Oak Drive.

Nine Miners Trapped In Eastern Pa Mine Amid Flooded Passage

Eighteen rescuers rushed into the Porter tunnel of Kocher Coal Co in Tower City as waterlogged debris blocked access. One miner Gary Clinger 19 of Hegins was killed and nine others were missing after tons of water swept through the mine. Rescue teams planned to blast a jammed area to reach the trapped men as families waited outside in a dingy locker room.

Lorain priest in Uganda calls family after two years abroad

Fr. Paul Donohue, a Verona Father stationed at Padibe in Uganda, phoned his Lorain parents after two years abroad. His mother said the American Secretarial calls confirmed he was safe. He described being treated beautifully and near Kampala, renewing long-lost contacts with fellow Verona Fathers as they planned to return to Patibe.

Amin claims invasion stirs fear for Americans

President Amin of Uganda alleged that 2,600 Western mercenaries were marching through Kenya to invade Upania. He said the United States had sent warplanes and warships to assist. The claim followed rising tensions with the United States and new fears for about 26 Americans in Uganda.
