Saigon under strain as refugees report city exodus

Vietnamese refugees in Israel say Saigon is being emptied by Communist authorities. Dr. Tran Quang Hoa, among 66 survivors rescued from a sinking boat, claims 700,000 residents have been moved to rural zones and most of the city’s remaining 2 million people will be evacuated by 1978. He cites loss of modern equipment, reduced rations, and hospitals stripped of resources as evidence of Hanoi’s plan to make the capital die rather than develop it.
