Ruling Clarifies Rights Under New Tax Limitation Law
In Columbus Ohio on June 27 the Supreme Court clarified urban fiscal powers under the new tax limit. It held Wellston may refund pre existing improvement bonds despite current levy exceeding 10 mills, a ruling in a mandamus case brought by the industrial commission against Mayor John L. Steel. The council had planned the refund. the mayor blocked it arguing the levy would breach the 10 mill cap. Bonds issued in 1928 and 1924 predate the 1975 10 mill limit and the court said the old contract obligations remain intact. The decision does not alter the Portsmouth ruling restricting new debt service beyond the cap.

Official Who Complained About Prison Is Fired
In Columbus on June 27 George AC Williams who last Monday reported unsatisfactory conditions at the Marysville reformatory for women was dismissed as state chief of prison food and equipment by the welfare department with Governor Davey’s approval. Welfare director Mrs. Margaret Allman said Williams gave out false wild stories about matters not connected with the department’s work. Williams had claimed shocking conditions and inmates in cellar dungeons, while superintendent Louise Mittendorf said funds prevented a psychopathic ward. The dismissal follows a back door probe claim and Williams’ misalignment with department orders. Legislators Nixon and Marshall visited Marysville and found no immoral or unsanitary conditions.
