Dayton considers permit for panhandlers with signs
Dayton officials proposed an ordinance allowing police to arrest panhandlers who hold signs asking for money. The measure would require a soliciting permit and limit when where and how signs can be displayed. City Prosecutor Stephanie Cook said it would bar soliciting from stalled vehicles and sidewalk panhandling could bring up to 30 days in jail and a 250 dollar fine if enacted.
