Charter Commission Favors City Manager Plan in Elyria
Elyria Charter Commission approves a manager council form in an expression vote with nine ayes and four nays and one abstention. Discussion covers qualifications and passage procedures while consultant Brazier urges concise wording and fewer limits under state law. Opponents fear reduced public control and the risk of hiring a single administrator.
