Ohio Juvenile Reform Proposals Target Courts and Rights

Proposals in a new juvenile law bill in Ohio seek to remove unruly youths from correctional facilities and extend court jurisdiction to parents, allowing family counseling and social remedies. The plan would require prosecutors in delinquency cases, mandate refereeing by court, and permit self supporting youths over 16 to seek adult status. It also calls for a juvenile bill of rights, open public court procedures, and limits on using county jails for minors unless tried as adults. Critics note constitutional questions and budget concerns amid calls for reorganizing youth services to cut costs and improve outcomes. Tornado description and green lightning follow unrelated notes.
