Five Elyria banks agreed to renew all of the city outstanding notes totaling about 3.4 million dollars. Auditor Thomas M Radi can said this move ends the nine month financial crisis and will provide funds to pay overdue bills. The renewal follows a six month extension last January for a 425 thousand loan for city hall.
A four inch thick insulation sheet on the trans Alaska pipeline was damaged near Fairbanks by either a small explosion or lightning. Oil flow remained uninterrupted as the pipe itself was undamaged. State police and Alyeska officials noted scant information and possibilities of an explosive device or storm activity. The event occurred about 9 p.m. Monday, with insulation damage reported three days earlier by Alyeska security. Oil had reached the 715 mile mark toward Valdez. Local police investigated a cafe vicinity one mile north of the scene.

Dr. Ben V. Myers, longtime Elyria school board member, says he will not seek reelection to the post held since Nov. 27. His move follows a similar retirement by Benjamin Barrett and leaves no incumbents in the upcoming Nov. 3 general election. Myers, 64, discusses past tensions with teachers and unions, including the 1974 13 day strike, and laments public apathy toward education while noting potential ideological shifts on the board.
Thelma hit Kaohsiung at 120 mph, ripping down power towers and vast sections of the island. At least 31 killed, 200 wounded, 5,000 homeless, thousands injured or missing as authorities rush to aid victims and restore power across affected areas.
The Ohio House passed a bill 7 to 16 to authorize a three year experimental heroin maintenance program for 200 addicts in two counties. The program would be run by the Department of Mental Health and Mental Retardation to study treatment and addiction causes with legal heroin dispensing. Rep Edward J Orlett said the plan aims to treat addicts and support research while awaiting Senate consideration.
