GAO says U.S. cities unprepared for future gas shortages
A General Accounting Office report finds few urban areas have complete contingency plans for fuel disruptions. Only Washington and Los Angeles among seven studied had regional plans, despite DOT encouragement. Lack of guidance and funding hinders progress as officials push other priorities. Congress urged to aid DOT with oversight and funding for planning efforts.

Lawyers fail to block Atlanta grand jury proceedings
Attorneys for Wayne B Williams failed to halt the grand jury probe in the Atlanta murder case, clearing the way for more evidence to be seen by the panel. Tax cut debate hinges on $2 weekly save for 20000 income
Washington lawmakers debated the size of the proposed tax cut with President Reagan and the Democratic plan, estimating about two dollars a week for a $20,000 earner. Rep. James Shannon urged delaying changes until January to retroactively apply the cut from October 1, arguing it would be wiser than issuing new withholding tables now. The Treasury says adjusting tables would take six weeks to two months, while the House Ways and Means Committee prepared a vote on an individual tax cut plan.
