Avon money disappearing from city funds, estimated in the low to mid five figures, spans five and a half years since the last state audit. Mayor Donald Hubbard confirms funds from his court reached the city treasury but later vanished, as state auditors plan a full, rapid review with findings in about a month.
Cleveland faced a near shutdown as the 2000 police force walked out over a dispute tied to 13 firings. Mayor Dennis Kucinich urged the Ohio National Guard after Columbus indicated limited federal help and the governor’s office suggested law enforcement options were exhausted. Firefighters remained on duty while sanitation and other city services stopped due to the picket lines. In a news conference Kucinich condemned the actions as bordering on anarchy and said he would pursue guard assistance. The weather forecast noted showers and thundershowers with warmer highs and a chance of rain into tonight and Saturday.

Surrounding departments say they will not send officers to Cleveland as strike action paralyzes city policing. Cuyahoga County Sheriff's Office offers only minimal help. Lakewood, Rocky River, Brook Park, Fairview Park, Parma, Euclid and East Cleveland report no mutual aid agreements with Cleveland and cite a Supreme Court ruling limiting cross jurisdiction.
Bids for an 890000 dollar road resurfacing project on Rt 57 in Lorain County will be opened Aug 8 by Ohio Department of Transportation officials. The plan includes resurfacing safety upgrades guardrail work and pavement markings along a section from Rt 113 in Elyria Township to 36th Street in Lorain plus new and lengthened left and right turn lanes. Traffic will be maintained during construction with expected completion by June 30 1979. Financing will come from federal and state funds and local Elyria Lorain money.
Anatoly Shcharansky, 30 year old mathematician and dissident, sentenced in Moscow to 13 years hard labor for treason and espionage. He told the court he was happy and at peace with his conscience. Crowd reacts with tears as he is led away in a blue prison bus.
President Carter and West German Chancellor Helmut Schmidt condemned trials of Soviet dissidents after a two and a half hour Bonn meeting. They said the action would not deter cooperation with Moscow in disarmament and other fields as they pledged to maintain peaceful relations.
Carter plans to address summit formalities before hard talks. Rosalynn and Amy will meet people as ships move forward. The White House pledges ongoing dialogue and to not be silenced while considering global violations. Schmidt echoes support for the president.
In Cleveland, courtroom lights flicked off as FBI operated a portable projector showing alleged obscene films to Judge William K. Thomas, the jury, and spectators during the Reuben Sturman case. Viewer turnout hovered 15 to 25 as observers watched one by one, remarks about boredom punctuating the session.
