Amherst to seek hike in income tax
Amherst City Council unanimously approved placing a half percent municipal income tax hike on the November ballot to fund a street resurfacing program. The five year measure would raise about 400000 dollars annually, with 37 percent of Amherst workers taxed locally and 63 percent taxed elsewhere. The proposal would lift the rate from 1.0 to 1.5 percent. Council members debated the forgiveness clause that exempts nonresidents from Amherst tax and considered extending taxation to workers living outside the city. Also, 75000 dollars were moved from the sewer capital improvement fund to wastewater plant contracts to cover unexpected repair costs at the treatment plant.

Low farmer participation in drought crop insurance program
Elyria reports few farmers join the federal crop insurance despite widespread drought. Jerry Long of the Cooperative Extension Service says many see little value and would need a serious disaster for payments to tempt participation. Observers note policy issues for multi farm holdings and a general belief benefits do not exceed costs.
