In Hong Kong three former American soldiers who defected to communism may be barred from the United States if they worked for the Red Chinese government. Reservists Bonus Plan Proposed

Senator Foch ard B Russell proposed a 400 enlistment bonus to strengthen Army and Marine combat reserves. The plan would apply to men with 18 months voluntary service, costing about 16 million dollars over three years. Phantom Ship Hunt Called Off

The Coast Guard ended a 31 hour air and sea search for a phantom fishing vessel off the New Jersey coast after distress calls allegedly tied to the Blue Star turned out to be a hoax. Lightning hits Amherst area power and phone lines

A severe storm struck the Amherst area causing power outages and phone service disruptions. Ohio Edison reported two of three power transformers burned at the Amherst substation and restoration took about an hour and a half. The Kiya Telephone Co. noted outages in LaGrange and fringe Elyma areas with service expected back by noon. A bolt damaged a home at 879 South Main Street, leaving an electric socket in the kitchen. Heavy rain drenched Wellington, with 2.48 inches in 1 hour 20 minutes, flooding streets and basements. Six Lorain homes were struck by lightning, and a funnel cloud sighting was reported over Elyma.
