Ethics chief Shaub resigns amid clashes with Trump

States sue DeVos over delaying borrower defense rules

Eighteen states and the District of Columbia sue Education Secretary Betsy DeVos for delaying the borrower defense to repayment regulations designed to ease loan forgiveness for students defrauded or deceived by for profit and other schools. The suit alleges improper delay and failure to follow notice and comment requirements, challenging her assertion of costs and pending litigation as pretext. The rules, developed after high profile college closures, were to take effect July 1 with a gainful employment standard.
