Washington July 2 A two billion dollar relief program to relieve distress create jobs and aid business was finalized by House and Senate conferees after a week of talks They broadened use of the Reconstruction Finance Corporation enabling loans to cities corporations and individuals The package includes 100 million for presidential relief 200 million for state relief 300 million for federal public works and 1500 million for revenue producing construction projects The plan raises borrowing power to 3 399 billion and aims for quick adoption before adjournment The final version cuts the public works allocation and drops a bond issue feature President Hoover labeled some provisions pork barrels and the conferees hope the changes win approval before the July 4 weekend adjournment
