Reagan cautions rates and unemployment may stay high briefly, recovery depends on sticking to plans and avoiding extra spending. Analysts differ on pace, with Chimerine predicting a modest, slow rebound, Evans forecasting no recovery until 1983 and limited tax-cut impact.

The second stage of Reagan's 25 percent rate cut takes effect, with the third due July 1, 1983, and most households seeing little real relief this year. Meanwhile 36 million beneficiaries gain a 7.4 percent cost of living increase.
