Donnybrook Ahead as Reagan Seeks 1984 Budget Freeze
President Reagan plans a 1984 budget with an $848.5 billion spending level and a $189 billion deficit, proposing a domestic freeze while defense gets about $20 billion more. Congressional readers warn passage will be hard, with Democrats eyeing own budget and possible public works programs. Unemployment remains high as deficits edge up in the near term.

Mother, 17, faces trial as juvenile
NORTH OLMSTED The 17 year old girl charged in the Sept. 10 stabbing death of her newborn baby will be tried as a juvenile and not as an adult. Cuyahoga County Juvenile Judge Betty Willis Rubin ruled Friday. The girl's attorney said psychiatrists testified she was in a brief reactive psychiatric psychosis when she killed the baby boy after giving birth. The trauma of the birth and loss of blood led to her state, and the defense noted no one knew she was pregnant. The hearing considered age, health, juvenile record, rehabilitation potential, family and school background.
