Celeste proposes record Ohio budget with tax cuts

Governor Richard Celeste unveiled a 31.8 billion dollar 1985 87 budget boosting education and jobs programs while enacting a 10 percent personal income tax cut and large business tax reductions. The plan includes higher education increases and limits on tuition, with job growth incentives and an Edison Partnership Program funding 34 million and a 27 million industrial inducement fund for new or expanding Ohio companies.

Chernenko illness sparks talk of resignation in Britain

Two British papers, The Sunday Times and The Express, report Soviet leader Konstantin Chernenko is so ill he may resign, citing unofficial sources. Cleveland Supt Holliday Found Dead In High School Stairwell

Frederick Holliday, 58, superintendent of Cleveland schools, was found shot dead in a stairwell at Aviation High School. Police say it appeared self-inflicted, with an envelope bearing a letter sent to the crime lab. The magnet school serves about 325 students near Burke Lakefront Airport.

Why are freedom fighters killing so many civilians

Early reports counted 22 dead in a northwest Nicaragua attack on a truck carrying coffee pickers to a state farm. Eyewitnesses say rebels set the truck on fire, with civilians including a 5 year old among the casualties. The broader question: why have civilians died as the United States backs rebels against the Sandinista government. Civilian deaths, including 134 children, are linked to the conflict as Sandinistas and contras trade accusations over targeting civilians while arming large portions of the populace.
