The article critiques U.S. neutrality amid growing global tensions. It discusses Romania’s defense bonds, Keynesian ideas, and Roose velt’s stance on Finland aid and "wars" No. 2 and No. 3. It argues the administration uses the Neutrality Act selectively to aid allies while avoiding broader restrictions, warning of a drift toward war and the erosion of citizen rights over tax revenue for foreign conflicts.
