President-elect Roosevelt relies on an extra session of Congress to enact budget balancing farm relief beer and prohibition repeal. Democratic leaders in Washington express little hope of passage before March 4 and fear Senate divisions and a Hoover veto on farm and beer bills, signaling a likely April start.
Lorain county commissioners revealed a 20.7 percent reduction in the general operating expense appropriations for 1933 versus 1932. The total general fund appropriations drop to 610,937 from 770,869 last year, with service items cut accordingly.
Japanese forces move from Chinchow and Shanhaikwan toward the Jehol frontier supported by tanks and transport corps as fears mount of a resumed offensive against China's northern Jehol province during the Chinese New Year.
Montagu Norman the Bank of England governor, aged 61, is engaged to Priscilla Cecilia Maria Worththorne, recently divorced from Alexander Wynand Koch Worththorne. She is 33.
County commissioners authorize preparatory work on a half mile of Gore Orphanage road in Rochester township. County Surveyor J W Warden is directed to grade and ditch the road and a hearing on claims is set for February 6 at 1 pm. Estimated cost is 3000 dollars.
The forecast shows cloudy conditions with rain likely in the eastern and northern areas on Saturday and possibly in the southwest tonight and Saturday. Expect rising temperatures as conditions shift.
The United States army has one female warrant officer Miss Olive Hoskins. She is pictured at her typewriter in the army building in New York and will soon be transferred to the Philippine Islands to sail.

Joseph Dagil, 41, of 4619 Harvard Avenue, Cleveland, fell asleep at the wheel en route to Oberlin and struck a telephone pole on Route 20 about two miles east of Ridgeville at 10 30 a m. He was taken to Memorial Hospital in critical condition.
Lieutenant J A Woodring of Wright Field died when his modified pursuit plane burst into flames and exploded during a test flight at 200 feet altitude near Dayton Ohio. The crash, the second at Wright Field in a week, followed Captain Hugo Elmendorf’s death on January 14 and injured Lieutenant O Day Hunter. Woodring, famed for endurance and long-range flights, had been aloft about 45 minutes and was a noted test pilot in flying circles.
Wilson A. Holmes aged 63 prominent lay worker and director of religious education for the Baptist church in Ohio died at his home in Granville from heart disease.
Forty five girls and fifty one boys formed a solemn line to receive their diplomas in Elyria High School auditorium. The ceremony marked the largest January graduating class in the school's history with 96 new alumni marching in and out to Bach's March Noble. Dr Miles H Krumbine urged graduates to make life count and cited George Washington as an example of influence through effort.
Elyria High School saw a girls- dominated honors sweep at the eightieth commencement. Thirteen of 96 graduates posted averages of 90 or higher over four years, led by valedictorian Dorothy Marie Witt with 96.1. Other 90-plus achievers included Beatrice Demairyian, Geraldean Ehricke, Ruth Kaiser, Carolyn Mazo, Helen Palagge, Katherine Pfaff, Doris Schaefer, Marguerite Streicher, Margaret Terry, Grace Athe, Emily Weily, and Phyllis Wheatley.
President-elect Roosevelt held talks with about a dozen congressional leaders from varied opinions in a last minute bid to salvage at least part of his November legislative program.
Police near Racine Wisconsin report the discovery of an unidentified man about 40 with a crushed head and face, found along a highway north of the city. He wore only underwear and a blue shirt, with bruises suggesting a violent beating. identification marks were removed.
President Hoover and President-elect Roosevelt met in the White House Red Room to discuss debts and foreign affairs ahead of the World Economic Conference with Great Britain. Britain to send representatives in March, with State Secretary Stimson arranging the talks. The hour and twenty five minute session followed by brief public reception.
The British freighter Exeter City was battered by a fierce mid Atlantic storm. The captain and three crewmen perished and the ship lay helpless as the American Merchant stood by for a rescue of those aboard. The vessel reported a stove in hatch and lost lifeboats about six hundred miles off St Johns Newfoundland.
Howard Hubbard of Elyria Avenue and North Ridge Road faces arraignment before Justice Joseph Petro on liquor possession charges after a morning raid by Sheriff Clarence Dick and deputies. Fifteen gallons of alleged whiskey were confiscated in the operation.
Mayor W. H. Van Oster announced receipt of a new Ohio Fuel Gas Co. proposal offering a reduced rate for the fifth year of the proposed gas rate compromise. The plan lowers charges to Elyria with a tiered structure and follows discussions in Columbus and talks with Cleveland officials and other cities.
Lorain County commissioners set an 2800 dollar county fair allowance for the two fairs, down 500 from last year. The 2800 includes 1500 per fair plus 500 for 4 H Club work and 800 from state funds. Commissioner Murray notes recent losses at Elyria fair and talks of possible consolidation to save funds. Commissioner Shaw says efforts to reduce costs may lead to suspending one or both fairs. Previous attempts to merge Elyria and Wellington boards failed.
Secretary of State Stimson called at the White House at 9 30 A M today an hour and a half before the Hoover Roosevelt conference. The bulletin notes the early call as part of pre conference activities in Washington.
Lawrence A. Slatmyer was elected Potentate of A' Koran Temple Nobles of the Mystic Shrine in northern Ohio. He leads about 000 Shriners, succeeding Morris E. Miller of Cleveland.
