Mrs. Leonard P. Tufford, vice president, announced the decision in the absence of president Ben Welstraub. The executive committee voted 15 to 5 to proceed privately though wartime conditions require extensive effort. The committee believes rehabilitation needs may rise in coming years and the project should continue to meet Lorain County's future demand. A meeting is planned for February to discuss details.
