The 60 page decision found racial quotas undermine equal protection, marking a landmark as the first major city police program ruled invalid for reverse discrimination. The 1974 class action by Detroit Police Officers Association challenged a plan promoting blacks ahead of whites based on race, reducing white officers’ advancement despite experience and ratings.
