Indicted former County Aide faces four counts
Grand jury returned four indictments against Joe Burgess 37 of 330 Ne Nebraska Ave Lorain a former county employee for aiding abetting and soliciting in connection with prostitution establishments in Lorain. Thomas Edward Welch 28 of Lorain was indicted on second degree murder in the shooting death of David Garcia at the home of a Lorain man in a love triangle. Welch surrendered to authorities after the Jan 18 shooting. Burgess a former assistant Lorain County dog warden resigned earlier and was arrested Feb 1 after a sheriff s department investigation. Originally charged with blackmail he allegedly told vice operators he represented the sheriff for protection money and tried to collect payments.
