Lorain seeks repeal of rental certificate of occupancy rule
Councilman Jeff Sedivy urges repeal of a July passed ordinance requiring a $50 occupancy certificate and health inspections for single and two family rentals. City officials clash over effectiveness with 232 homes inspected and most requiring repairs before occupancy. Some landlords complain of burden while others defend the program as improving safety. A replacement measure or revised plan is anticipated.
