Ohio Edison will require all in its service area to cut electricity use by half by mid next week amid a 71 day strike. State officials predict up to 500000 workers in autos steel and rubber may be laid off or have shorter weeks as utilities join in mandatory conservation by March.
Washington AP and UPI report the coal industry first refused then accepted President Carter's call to reconvene talks ending the 72 day strike. Bituminous operators fault miners and internal union squabbles for breaking down negotiations, while auto-industry warnings loom if no settlement is reached. Ohio Edison reports coal supplies dropping to 34 days amid voluntary conservation pleas with little effect.
English Setter Candlewood Questman from South Easton, Mass., waits his turn at the Westminster show in New York. He did not win as over 2,000 dogs competed for 134 breed awards. the Best in Show went to a Yorkshire Terrier. Westminster is described as the Super Bowl of dog shows, ending more than 600 all breed events nationwide each year. More photos on Page A-6.

A Lorain County deputy labeled as a private investigator for Timothy Papp denied defense claims of new evidence. Sgt. Dan Davidson said he had not begun any investigative work and would share any findings with both sides if he pursued the case, while defense attorney James Burge asserted he had started an inquiry with sheriff approval.
United Press International reports a brilliant display of the aurora borealis is expected tonight as cold clear conditions and a snow cover enhance visibility. National Weather Service officials note the natural phenomenon appears as shooting white streamers across the northern sky.
