Paris reports General Franco pledges no foreign domination in Spain and promises to repatriate non criminal refugees while demanding Loyalist leaders in France be barred from anti Nationalist plotting and gold shipments to the Nationalists.
Premier Negrin and Republican chiefs flee Catalonia for France as Nationalists push forward. London reports Generalissimo aims to restore the Bourbon monarchy soon after victory, seeking a unifying throne. Possible British warship help for surrender talks at Minorca noted.
Partly cloudy and colder with a cold wave and snow flurries in northeast Ohio tonight. Thursday will be cloudy and colder as a Colorado disturbance moves into the Great Lakes bringing light to moderate snow in the upper Mississippi Valley and Lake region. A strong high pressure over Alberta extends south over the Great Plains driving a severe cold wave into Oklahoma. Temperatures have dropped as much as 50 degrees in the past 24 hours.
The Ohio Supreme Court upheld a municipality power to ban Sunday beer sales, affirming the Ninth District Court of Appeals over an Akron Municipal Court ruling. The decision arose from Joe Scalero, an Akron operator charged with selling beer on a Sunday.
President Roosevelt said anti aircraft equipment sold to Great Britain since 1927 allowed the U.S. Army to buy an improved model more cheaply and in greater quantities. The disclosure comes as a 376 million emergency defense bill moves to the House Rules Committee amid debate over army air strength and limits on debate.

Indianapolis bulletin reports William Wild Bill Cummings a famed speedway racer died from injuries after losing control of his car on a quiet street in Indianapolis. He never regained consciousness after the Monday night crash, with doctors citing a severe brain concussion. Cummings, a native of Indianapolis, began racing on dirt tracks before his speedway debut in 1931 and won the annual classic in 1934 at 104 miles per hour, a new record.
Peter Witt, Cleveland resident, spoke to about 200 Elyrians at the First Congregational Church dining room stressing Lincoln as a man of sorrow. He traced Lincoln from birth in Kentucky to rise in Illinois, citing the deaths of his mother and Ann Rutledge, the Lincoln-Douglas debates, and the 1860 presidential nomination amid wartime trials.
The citadel at Figueras on the Franco-Spanish border exploded at 4 p m today. The ancient pentagonal fortress, built under Ferdinand VII, housed a powder magazine likely detonated by retreating Republican Cortes forces or Nationalist air bombardment. The Cortes recently met there to decide on subsequent maneuvers amid the conflict.

The program includes a vocal duet by Pauline Johnson and Lenore Maher, student nurses, with reports by H. M. Ingels C. S. Johnson G. D. Nicholas Jr. James A. Hewitt Frank W. Hoover and C. H. Heyman. The nominating committee, chaired by Police Chief E. J. Stankard, will present six directors and five hospital company members. Rev. K. P. Meister gives the invocation. BR. Vatican dispatch reports Pope Pius again stayed in his apartments amid a lingering cold. Dr. Giovanni Rochhi said the illness was nearly over and the Pope’s throat should soon return to normal.
Strong City Kansas Feb 4 Farmers race to save rich blue stem pasture as prairie fire tears through the rural range endangering crops and seeking to contain the blaze threatening livestock and land.
County commissioners unanimously adopted a resolution urging the state legislature to allow a $250 payment to Earl Smith of Lake Avenue for 150 turkeys killed and 50 injured by unidentified dogs on July 31, 1987. The payout would draw from the dog and kennel fund financed by dog tag sales.
Rome reports Italy and Russia signed a series of economic pacts restoring commercial ties severed in 1936 after a dispute over payments. The new accord aims to lift annual exchanges to more than 50 million dollars, up from about 21 million under the old agreement.
Lebanon Colo February 8 Katherine J Snyder age 3 died at home in Mason near here after eating several strychnine and aspirin tablets found in a dresser drawer.

In Louisville a seasonal Ohio Valley flood neared crest and was expected to recede within 12 hours. Rain subsided across Kentucky as river stages dropped. The crest reached Cincinnati at 58.08 feet and threatens Evansville while a cold wave eases flood fears. Red Cross estimates 44000 homeless across West Virginia Kentucky Ohio and Southern Indiana with about 20000 in eastern Kentucky along river basins.
A committee of Lorain County teachers led by Louis J. Kolopos plans an expanded health education program in county schools. The group briefed county school physical education and health teachers at Ridgeville School where Dyer N. Sweet outlined progress. State Supervisor Louis Moorhead attended, noting 100 minutes weekly physical education is already required in all county schools.
Seventy seven attended the Lorain County Wool Growers Association banquet and meeting at Elyria Church of Christ. Principal speaker A F Potter urged group action and progress, with farmers urged to take responsibility to create demand for their product. The House prepared for quick action on an administration bill to raise about 16 million dollars annually through reciprocal taxation of federal and state salaries. President Roosevelt recommended the measure in a special message and it was introduced by the Ways and Means Committee. The bill was reported favorably 18 to 4 by the committee.
The 199 CCC enlistees on Gulf road face two weeks of quarantine after mumps cases appeared last Saturday. Camp restrictions keep all men within the camp except for work, and they are kept together as a unit to prevent further spread.
Mayor Petro said he will not fill the city engineering post now. J N Pete Eidt, named resident state highway engineer for Lorain and Medina Counties, has worked on the city water main and elevated tank projects and the Clear Water Well. An assistant will be named for Medina County. other personnel changes are expected.
Elyria High School sophomore Richard I Slack will receive the Eagle Scout badge at a Court of Honor by Boy Scout Troop 103 at the Church of Christ tomorrow night. Slack, age 13, is Silver Fox patrol leader and circulation manager of Oak Chips, a Scout paper. He joined Scouting two years ago and plans to pursue it as a life’s work, with other awards and exhibits part of the program.
In dense fog off Permarch, the French cruiser Georges Leygues and the destroyer Bison collided during night firing maneuvers. One man feared injured as debris and smoke filled the harbor area near Lorient, France.

Elyria health department reports scarlet fever as the third most common illness after chickenpox and whooping cough. In the first seven days of February there were four scarlet fever cases, with six cases in the 61st week. Dr. G E French warns quarantines and deadly fines for violations.
