Mayor James A. Hewitt summarized four years of city administration before council and a crowded lobby. He highlighted service, sewer and water projects, street upgrades, finance, police and fire reorganization, employment relief, charity, and official visits. The council expressed astonishment at the work and thanked officials for energy and efficiency.
Elyria councilman Paul Wainwright warned of pond abandonment after the school board refused a $150 share. In past years both city and schools funded the ponds with $150 each. Councilman George Stevens urged renewed negotiations with the board on the funding dispute.
Jackson Q December 22 The furnace and mill of the Jackson Iron and Steel Company will resume operations within a few days after months of shutdown. The company employs 150 men.
A broad low pressure system favors continued unsettled weather tonight with light rain possible. Colder air moves in, followed by more cloudy conditions on Wednesday with milder temperatures.
The American delegation to the Geneva arms conference in February is expected to include Senator Reed of Pennsylvania Senator Swanson of Virginia Hugh Gibson ambassador to Belgium Hugh Wilson minister to Switzerland and Henry Fletchere former ambassador to Italy. Secretary of State Henry L. Stimson may not be able to go.
The six-year-old Marian McLean, abducted four days earlier after a Christmas plans moment, was discovered slain in a cellar near Cincinnati. Coroner confirms death within 24 hours and police pursue the killer as a $2,200 reward fund grows.
Leonard Williams twenty of Lakeside Avenue Lorain was exonerated of all blame for the death of Anna Sablers fifty eight of Amherst. Sablers died at Amherst Hospital from injuries when struck by Williams car in Amherst Friday. Amherst and county authorities conducted a careful investigation and found the driver was not at fault.
Columbus reports unseasonably warm weather turning to snow by Christmas. Rain statewide will become snow before Friday as temperatures drop by twenty to thirty degrees. Winter officially began at 2 30 P M today.
Kansas City news reports two men Paul Scheidt of Bonner Springs and William Browning of Holliday confess involvement in a 36 hour abduction of Mrs. Nell Quinlan Annnelly, a leading Kansas City businesswoman. They say they knew of the plan and that Browning helped arrange a house for the ransom plot, with one tenth promised to Scheidt. The mastermind sought New York help. page 2 continues.
Cleveland December 22. John M. Salzmann was removed as sheriff after Common Pleas Judge A W Overmyer found him guilty of misfeasance in office. County commissioners must appoint to fill the remainder of his term.
The council’s last regular meeting of the year featured a Christmas mood with a decorated tree. A large poinsettia bouquet, sent by interested citizens, stood beside the mayor’s desk. Mayor Hewitt accepted it and planned to move the arrangement to Memorial Hospital so its beauty would be used.
Mrs Anna Kennedy and Paul Wainwright were appointed to the police and firemen pension boards after the resignation acceptance of Councilmen George Stevens and George Stark, both retiring members, last night.
A unanimous council vote approved Elyria's first building code ordinance. A building inspector will earn up to 2400 dollars annually to ensure all new structures meet minimum standards, aiming to curb poor construction. Opposition argued the measure overburdens taxpayers amid declining building activity, while supporters called it a necessary progressive step with expected fee revenue aiding the new building department.
Washington reports show thirty two percent of funds available for investment by life insurance companies was borrowed by policy holders this year. Metropolitan Life President F H Ecker told the Senate Banking and Currency committee that companies had 1 3 billion dollars available for 1931 investments and policy holders borrowed 416 million dollars. Meanwhile Nye committee charged Bishop James Cannon Jr with violating the Corrupt Practices Act during the 1928 campaign but withheld action due to ongoing prosecutions in DC courts.
President Hoover announced Charles G. Dawes will lead the American delegation to the League of Nations disarmament conference in Geneva starting February 2 in London. He also indicated a woman is likely to join the American delegation.
President Hoover reported after talks with congressional leaders that he expected early action on his economic rehabilitation program. He said the conference with leaders in both houses gave him confidence that measures would move swiftly through Congress.

Miss Elizabeth Mitre, 25, of 1777 East 32nd Street, died after an auto driven by Paul Kochis skidded on East Erie Avenue and struck a telephone pole. She died at St Joseph's Hospital at 4.30 a.m. from a fractured skull. Kochis was exonerated by the coroner and police.
The City of Elyria defends a $10,000 suit filed by Mrs. Amelia Williams alleging injuries from a fall on an icy faulty sidewalk on Chestnut Street. The case was brought before Judge A. R. Webber on February 8, 1930 according to the petition.
Fine plans for filling the empty stockings of Elyria's needy families are set for next Friday. The Not An Empty Stocking Committee and representatives of cooperating organizations meet at City Hall for a pre Christmas session in the council chamber. Progress will be reviewed to gauge prospects of filling a very empty stocking in SigE.
Frank Willette a 65 year old corporal from the Spanish American War was found dead in his bed at a Toledo rooming house. He had lived previously at the Soldiers and Sailors Home in Sandusky Ohio and the National Military Home at Dayton Ohio and was last seen Sunday after complaining of heart panic a chronic condition.
A section of the Vatican library in Vatican City collapsed just before 5 p.m. today. It is feared three people are buried in the debris. The wing, part of the Sixtus V building from 1588, housed priceless frescoes and two floors. Rome fire brigades struggled to control the ruins.
Bulletin from Mukden dated December 22 reports Gen. Shigeru Honjo, head of the Japanese expeditionary forces, stating a general offensive will continue until all Chinese troops are expelled from Manchuria. The remark signals an imminent attack on Chinchow and calls for the elimination of Chang Hsueh-Liang's former command.
