Ohio approves high speed rail bonds and DWI reform
Gov. Celeste signed a bill authorizing tax exempt bonds for an Ohio high speed rail system while urging caution on a $2 billion plan. The measure sets up the Ohio High Speed Rail Authority to issue bonds but leaves final construction decisions to the Legislature after feasibility studies due in 1990. Celeste also signed a law allowing some local courts to broaden drunken driving suspensions with reinstatement fees benefiting local recovery centers.

Regulators Malfunction After Rain Floods 150 East Ohio Homes
East Ohio Gas officials traced Thanksgiving Day fires to runoff water seeping into a fiberglass vault housing the regulator. The temporary fault spiked gas pressure to 22 ounces per square inch, affecting 150 of 851 homes served and destroying five houses and a tavern, with no injuries. Repairs included vault casing fix and copper vent tubing added to the regulator.
