Russia passes amnesty bill amid Arctic protest fallout
Russia's State Duma approved a broad amnesty aimed at about 2,000 prisoners, including the Greenpeace Arctic 30 crew and Pussy Riot members Nadezhda Tolokonnikova and Maria Alekhina. Opposition says scope is limited and some suspects remain at risk of new charges. Greenpeace hopes foreign crew can obtain exit visas before Christmas.
