Shopping center rezoning stalls in Ridgeville

North Ridgeville Emerald Valley Estates faced a snag after council approved rezoning 97 acres of the Diamond Farm on Route 20 for a shopping center by five to two but then tabled action on the no rezoning ordinances. Councilman Eugene C. Francis Jr urged delay pending planning commission input as several members argued over legalities with outgoing and returning council members involved.
