Begin Frustrated by Inflexible Israeli Pace on Peace Pact
President Carter voiced frustration as Prime Minister Begin signaled a special cabinet session in Jerusalem to resolve gaps with Egypt over a peace treaty. After talks with Secretary Vance, Begin cited differences in positions and vowed decisive moves at Friday's session. Vance, returning to Washington, stressed commitment to peace, while Carter pressed for a 1979 goal on elections and self government in the West Bank and Gaza. The remarks followed hours of acute talks and the Camp David deadline pressure.

Shah's last chance plan would make him figurehead ruler
Tehran sources report that Shah Mohammed Reza Pahlavi considered a plan to become a nominal figurehead, transferring real power to an eight or nine member crown council. The move aims to appoint a broad government and lead to elections in June. Opposition leader Karim Sanjabi warned he would not join a coalition unless powers were ceded. Pro Shah violence and a city strike darken the political scene.
