Small-business rate increases eyed in AEP Ohio deal

PUCO staffer Robert Fortney calls the small-business rate rise unfair while AEP Ohio says most small firms will see cuts or smaller hikes. The agreement would boost AEP base-rate income by 151 million next year as part of a three year transition toward deregulated pricing, with Gov Kasich not involved in the talks. Michael Kurtz of the Ohio Energy Group argues the plan will deliver fairer, market-driven prices over time.
