EPA E-Check rolls out centers statewide in Ohio
The EPA mailed testing packets to auto owners before registration expires and opened 23 E-Check centers in northeast Ohio including Elyria. Only 11 percent fail in mid November, lower than the 15–20 percent target. Even numbered cars test in 1996, odd in 1997. Some drivers confuse repair requirements and certification, but EPA and Envirotest push clearer guidance and training.
