The governor unveils a $1.1 billion state aid increase over four years for schools. Funds come from earmarked personal income tax and lottery revenue. Real estate taxes are to be frozen at 1977 levels, altering fiscal provisions for districts.

An updated Cleveland desegregation plan proposes an October 2 opening for classrooms and desegregation of about 30,000 students. Deputy Superintendent Dr. Charles Leftwich submitted the plan to U.S. District Judge Frank J. Battisti. The variation uses 10 school buses plus 62 leased vehicles, with some students waiting until February for full implementation.
Jerry L. Dumke, 40, of Columbia Township, was charged in Elyria Municipal Court with kidnapping and three counts of felonious assault after investigators say he abducted 20 year old Charlotta Tressler near Rt. 83 and planned to kill her and himself. Dumke posted $25,000 cash bonds, a preliminary hearing was set for Monday, and he remains jailed. Tressler was found alive after deputies rescued her Tuesday morning. she escaped using quick thinking.
The 111 cardinals convene in the Sistine Chapel to choose Paul VI's successor, with voting starting Saturday. Church officials say they favor a moderate, likely Italian pope amid debates over reforms such as the modern Mass and relations with Communist countries. The conclave is expected to last three to four days.
