Elyria City Council unanimously approves putting a 0.5 percent additional income tax renewal on the November ballot. The measure would extend a 1984 surcharge, now totaling 1.5 percent city tax, and raise about $3 million annually to fund snow removal street resurfacing and police and fire protection amid a projected 4 million budget gap if it fails.
