Trade pact could create more jobs than it displaces
A risky North American trade pact may shift workers between sectors. Critics doubt Bush administration commitments to retraining while the Institute for International Economics estimates a net gain of about 175,000 higher skilled U S jobs offset by roughly 150,000 lower skilled losses. Bush and U S Trade Representative Carla Hills defend the agreement as net job positive.

Trade pact faces delay as auto content fight roils unions
A.B. Aviv notes Congress unlikely to ratify the new U.S. Canada Mexico trading pact before spring. The plan would create the world’s largest tariff cutting bloc over 15 years, but labor leaders warn of job losses in U.S. auto and steel sectors. Automobiles remain a core dispute, with content rules split between 70 and 50 percent. Union officials from Ohio to Cleveland condemn the deal as devastating to North American manufacturing.
