Judge rules permits not needed for free speech in national parks

A U.S. Court of Appeals for the District of Columbia Circuit strikes down the National Park Service permit requirement for expressive activities in parks. Judge Janice Rogers Brown notes the rule penalizes speech, citing Mount Rushmore in South Dakota where Michael Boardley and others were restricted in 2007. The decision loosens restrictions across all 391 national park units.
