Bell Atlantic, 52,000 East Coast workers edge toward strike deadline

Negotiators for Bell Atlantic and 52,000 East Coast telephone workers continued talks on higher pay and job security with a midnight strike deadline. CWA and IBEW also discuss pension and health care benefits as similar talks unfold in Atlanta, Chicago, Oakland, and St. Louis with four other Baby Bell regions for 219,000 workers. Contracts at Ameritech, BellSouth, Southwestern Bell and Pacific Telesis also expire. Bell Atlantic proposed 11.4 percent pay raises over three years and a 12 percent pension increase, with talks ongoing. Union spokesmen cited progress but unresolved issues over health care costs and subcontracting. The unions authorized a strike if agreements aren’t reached before three-year contracts expire. Lines would stay open during a strike, but service could slow.

Prison labor pact with China eyed by critics

The State Department and China's Ministry of Foreign Affairs signed a memorandum of understanding restricting exports of Chinese goods made with prison labor. It allows prompt U.S. inspections at Beijing embassies, but critics say the agreement lacks ample inspection time and enforcement. Arnold Kanter and Liu Huaqiu announced the deal amid broader debates over China's MFN status and bilateral trade.
