City finances falter as carryovers dwindle and austerity looms
City Auditor Beverly Renner warns council that despite a 1.01 million carryover, accounting encumbrances leave finances strained. After transfers to state highway and pension funds and red funds, the 1980s outlook darkens with potential layoffs and wage cuts if arbitration raises exceed one half of one percent. Political infighting in Lorain worsens the crisis, with deputies and councilmen clashing with Mayor Parker as veterans lament the cost of power struggles.
