Panamanian youths protest Canal treaties in Panama City
About 300 youths burned an effigy of President Carter and urged rejection of the canal treaties in a downtown Panama City protest. They criticized U.S. intervention provisions as Panamanians called for solidarity with Torrijos and for no amendments that guarantee Yankee involvement. National Guardsmen observed without intervening.

Senate vows not to weaken neutrality treaty addition
Washington reports Senate leaders told Panama the United States will not weaken an addition to the Panama Canal neutrality treaty allowing unilateral action to maintain canal operations. Panama’s Foreign Ministry echoed the stance while awaiting full Senate debate before commenting. The Senate votes April 18 on final ratification transferring canal control in 2000. The White House signaled concern that the reservation complicates U S Panamanian ties. State Department spokesman Hodding Carter said the amendments were unnecessary. In New York the Newspaper Guild set an April 18 strike deadline for the Daily News amid unresolved contract talks.
