U S bicycle demand surges with manufacturers forecasting 10 million bikes this year surpassing last year. Rep Marvin Esch notes 1897-era car sales may be eclipsed by bikes as riders push for recreational and commuter trails. Koch bills seek highway trust fund money for bike lanes shelters and signs inspired by the Netherlands. Washington The top civil rights enforcer says Nixon proposed moratorium on court ordered school busing could draw attention to progress in other areas. Stanley Pottinger, director of the US Office for Civil Rights, notes advances in equal rights for women and Spanish speakers and in government contractor employment. He warns the public overemphasizes busing as the office's work, while many civil rights gains go unpublicized. Pottinger discusses the White House antibusing bill and says remedies beyond busing will be pursued, with equal opportunity remaining a key thrust but priorities balanced across areas. He also cites compliance questions about Southern colleges and accuses colleges of using academic freedom to block investigators access in discrimination cases.
