The Senate voted 50 to 37 to lift neutrality act prohibitions and arm American merchant ships. Administration aides predicted prompt House passage and quick sending of the history making bill to President Roosevelt before the end of next week after 11 days of debate.
Canton reports its first snowfall of the season at 5 40 am observed by the state highway department garage. Ten winners share 250 in defense savings bonds for predicting the time within ten minutes of the official 5 40 reading. John Kovacs and others also win prizes ranging from 25 to 50 and 100 bonds for various forecasted times. Miss Irene Askew to award prizes as turnout nears 30 000 entrants in the four day derby.
Judge James A. Bowman sentenced 6 motorists for traffic offenses as 25 cases heard. Homer E. Galloway drew 50 dollars fine and 60 day license suspension for reckless driving at 90 mph on Route 8. Sylvester Connolly and James R. Barlow received smaller fines with 30 and 0 day suspensions respectively. Robert Jervis Jr and Louis Heider were each fined 25 dollars with 30 day suspensions, while Guy Heberling faced similar reckless driving charges.
John A Wertz age 66 inventor of the red reflector warning signals used on highways nationwide died Friday night at his home after a long illness. He organized Automatic Signal and Sign Co and later managed Knight Mfg Co. He founded Wertz Repair Service, retiring due to ill health. Funeral Monday at 1:30 p m Schneeberger parlors with burial at Standing Rock cemetery. Survived by his widow Edith E Wertz. Police reports also described traffic injuries and arrests from Friday afternoon and night in Canton area.
Five railroad unions threaten a nationwide stoppage Dec. 5 over wage demands. Leaders say 350,000 trainmen may desert the rails while the Carter-Roosevelt board recommended a 7.5 percent increase and a future reconsideration. Railroads accept the board's plan though unions reject it, and the president may act under the mediation act. Other labor clashes include Ford UAW stoppages and a Navy ultimatum, with 900,000 more workers affected.
Giant four motored R A F bombers smashed German targets in the largest attack of the war last night hitting Berlin Cologne and Mannheim. British daylight follow up raids struck Italy and Sicily while Spitfires and Hurricanes crossed the Dover Strait in force for over two hours. The British acknowledged unprecedented losses in the raid.
Canton joins national Civilian Defense observance proclaimed by President Roosevelt. E E Greene leads local committee to promote defense activity and volunteer information. Armistice day signals start with co chairs Corbett and Smith for ceremonies and Isaac and Hamilton for War Against Waste day.
In Washington on November 8, both Ohio Republicans Senator Robert A. Taft of Cincinnati and Senator Harold N. Burton of Cleveland cast no votes in favor of the neutrality act revision. The Senate approved the measure by 50 to 37.
The Senate advanced a broad neutrality bill amid party lines, supporting armed ships and access to belligerent ports while opposing narrower limits. House debate was slated to begin Wednesday as votes split 43 Democrats six Republicans and one independent in favor of legislation, 15 Democrats 21 Republicans and one progressive against.

The Associated Press reports from New York that German radio announced 14 British aircraft were shot down in violent aerial combat in the Calais region of German occupied France. The announcement said reports were not yet complete.

Prizes honor top entries in three divisions based on pictures and 300 word essays.
