Franklin Heads Pennsy, Clement Made Chairman
Walter S. Franklin, six foot six and 225 pounds, will assume the presidency of the Pennsylvania Railroad next Thursday as M. W. Clement becomes chairman of the board. The 65 year old executive predicts a tough year with declining traffic and rising costs, requires possible rate increases, and notes labor-saving devices may help. He hopes a return to profitability hinges on coal strike duration and says tennis or golf helps him unwind between rail operations.
