Canton enjoys a brief cool spell as showers and northwest winds ease the heat. U S Weather Bureau cautions the relief may be short and temperatures could rise again Sunday. Local storms, lightning damage, and a 0.15 inch rain were reported near Canton and Greentown.
The Ohio House urged Kent State to keep the Canton branch open for 1950 and 1951 and praised the Philomatheans for helping more than 50 sightless people gain jobs. Leaders Harry Stiller, Mrs. Ralph Fawcett, and Philip Fleischer were highlighted for 25 years of rehabilitation work.
Washington July 30 AP The nation’s top brass flew to Frankfurt to seek more information for a congressional committee still not sold on Truman’s 1.45 billion arms program to aid friendly nations. They testified behind closed doors and will meet again in about ten days. Committee members said the hearing could have been public. Secretary Acheson Defense Johnson and Gen Omar Bradley testified. Johnson said the program may run four to five years with personnel kept abroad only for training and technical missions. Some members urge a smaller interim plan and question including non Communist China or Spain. Hearings resume Monday with George Marshall and Averell Harriman. Representative Vorys of Ohio urged more information before decisions.
Stark County surpassed its $2,100,000 bond quota by 9 percent with heavy Series E bond sales in the last week of the Opportunity Drive. A total of $234,787 was sold in May 10–16, bringing cumulative sales to $2,295,690, or 109.3 percent of the target, said county savings bond chairman A. Laiblin.
In Waynesburg Pennsylvania the town laments a sixth July 29 without rain in 72 years. Attorney John M Daily as local rainmaker staged a 25 hour vigil aided by daylight saving time suspension but the skies stayed clear. About 3000 residents joined a rain carnival and Daily began paying off bets at 12:01 a.m. promising to try again next year.
Rome reports the Italian senate approved ratification of the Atlantic pact by 175 to 81 and authorized the government to ratify with western powers. The Chamber of Deputies already approved. Nij Italy invited to join earlier amid opposition from the Communist minority. Vittorio Orlando and Francesco Saverio Nitti voted against the pact.

Timken Roller Bearing Co officials led by Henry H. Timken Jr signed non-Communist oaths with the federal government, a move praised by NLRB counsel Robert Denham as evidence of managerial good faith. The Timken team included four negotiating leaders led by G H Turner. Steel Workers at Canton area plants also prepared to sign, following union leaders nationwide.
Members of the 98th Ohio General Assembly adjourned for the year after a frantic session. They overrode two of Governor Lausche's vetoes and restored parts of the capital improvements bill including air conditioning for chambers. They rejected a new municipal court bill and vetoed state auditor Ferguson's pre audit bill. The salary scale for 25 unemployment claims referees rose to 5 000 to 6 000 dollars. Senate rejected two appointments to the strip mine board. Tensions rose during debate over personnel and a rushed municipal court bill drawing criticism.
The Federal Power Commission allowed Tennessee Gas Transmission Co. to extend its main pipeline from northeastern Kentucky to Buffalo and raise capacity. East Ohio Gas Co. expects 35 million additional cubic feet daily to serve about 18,000 more heating customers in cold weather. The Ohio Public Utilities Commission will hold a public hearing August 31 in Columbus on lifting a long standing ban on gas heating equipment.
In Rock Island Illinois on July 30 Glenn Seaman a rookie traffic officer issued a parking ticket. His motorcycle rolled away as he chased it. His glove flew off the seat and landed under a car while the wind sent his hat onto railroad tracks beyond lowered crossing gates.
Ohio lawmakers overrode Governor Lausche to classify the bobwhite quail as a game bird protected from hunting for ten years while the conservation division propagates the species. The bill, supported by Rep. Lowell Fess and others, reverses a 1913 songbird status. hunting remains barred during the period. Lieutenant Governor Nye highlighted the moment with a toy gun mock shot at Sen. Jackson after the vote.
President Truman escaped the Washington heat by retreating to Shangri La in the Catoctin Mountains near Thurmont Maryland for the weekend. He joked that hot weather is mostly imagination while officials noted the heat records threatened to be broken as he traveled yesterday.

United States officials refuse to negotiate under duress as fifty Chinese former U S Navy employees occupy the Shanghai consulate building demanding severance pay and bonuses. Three top consulate officers are confined inside while others remain on site to run skeleton operations. No violence reported as authorities seek building clearance.
Commodore J. A. Hirshfield announced the Coast Guard may discontinue nine Great Lakes facilities for economy reasons after a three day board of survey meeting in Cleveland. The Ninth District commander disclosed the plan during the session on July 30.
