American warships lie before the harbor as insurgents gather on surrounding hills and Spain tightens harbor defenses. In Key West the coal ship Restormel docks for unloading Welsh coal amid suspicions of other cargo. The Restormel's failure to reach Santiago hindered the Spanish fleet's escape potential.
