New York Telephone Co and American Telephone and Telegraph Co avoided payment of state taxes on over $1 billion of income in 1975, costing New York $37.5 million in revenue. The report prompts a review of tax laws, with calls for corrective legislation.
Lottery Director John Quinn announced the instant game will stop after November 26 as Empire Stakes distributes the final 25 million tickets the week of October 25. Five weeks of sales totalled 67 million with overall sales at 100 million if all distributed tickets are sold. A $1.4 million refund game will start next month followed by a new weekly game after the instant game ends.
A Cicero High School science teacher Emilio Colabello died after a car swerved into a picket line of 65 North Syracuse School District teachers on Route 31 in front of the school. Two others were injured including Michael Dinunzio and John Phillips. driver Raymond G. Haas was arrested for driving while intoxicated.
Democratic candidate Gov. Jimmy Carter told The Syracuse Newspapers he opposes raising taxes on middle income people and favors a progressive tax to burden higher earners. He urged cutting corporate tax loopholes and supporting block grants to let local officials decide spending. Carter expected to seek equal television time if Ford press conference is used for political aims. A two and a half hour Syracuse visit drew about 5,000 people at Hotel Syracuse with crowds along S Warren Street.
Unstable cold air moves into the region bringing a 40 percent chance of rain mixed with snow or ice pellets tonight through Sunday. The National Weather Service at Hancock Airport issued the advisory forecasting unsettled conditions and possible precipitation.
The Nobel committee in Oslo has decided not to award the 1976 Nobel Peace Prize. The $160,000 prize money will be reserved for 1977, marking the tenth time since World War II that funds have been carried over to the next year.

The U S swine flu immunization program resumes nationwide after a health assessment by Dr Theodore Cooper confirming no fault in administration and clearing the vaccine of responsibility for 14 deaths. Cooper notes the program is not adversely affected at present by after-dinner remarks by an official.
