OTHMAN reports Paris meals cost dear as ration cards fail to curb hunger. Black market dominates food, money appears worthless, and even luxury eateries show empty candy boxes while cigaret butts fetch extra. He notes high dinner prices and scarce goods amid war shortages.
American delegation says the foreign ministers conference failed as Russia seeks freedom of action in Europe and Europe resists collective security. Byrnes proposal for a 25 year Europe security treaty is seen as virtually rejected and a 211 nation peace conference on June 15 may not salvage the effort.
Syracuse and Eastern Bus Lines may lose its Salt Springs and Bradford Hills franchise in June if service does not improve. City officials plan talks with operator Harrison J. Sweet as Leslie Doolittle opens the door to new service options, including Syracuse Transit Corporation stepping in if Sweet abandons the routes.

In Rome plans of King Victor Emmanuel III to abdicate faced a snag as Communist leader Palmiro Togliatti strongly opposed the move. Premier De Gasperi cancelled a Naples trip linked to the abdication and the action appeared likely to be postponed. Communists charged the abdication aimed to boost monarchists before the June 2 elections. Crown Prince Humbert is slated to succeed.
