The National Weather Service at Hancock Airport reports continued wintry weather into the first week of spring. Tonight lows drop to the teens with northwest erly winds around 15 to 20 mph. Tomorrow remains variably cloudy with a few flurries, followed by fair Thursday and variable clouds Friday and Saturday. Daily lows near 20.
Tel Aviv, Israel (UPI) Former UN ambassador Chaim Herzog defeated Prime Minister Menachem Begin's candidate Rabbi Menachem Elon in a secret parliamentary ballot. Herzog, 64, will replace Yitzhak Navon at the end of Navon's five year term in May, after a 61-57 Knesset vote.
In Vilamoura Portugal defense ministers endorsed President Reagan's call for eliminating in intermediate-range nuclear weapons in Europe. Some officials pressed for compromise if zero option fails. In Albany New York the daily numbers game drew 006 with Win Four 804.

President Reagan accused the banking industry of selfish tactics in blocking tax withholding on interest and dividends as Congress fights the 165 billion Social Security overhaul. Managua reports 270 dead since February in fighting between Sandinista troops and rebels based in Honduras. He notes 1,200 rebels supported by Honduran forces, with civilian and soldier casualties and a state of emergency in border provinces.
