SWDA to wind up affairs as new agency takes over
Seven appointees win in a 14 to 8 vote, creating the Onondaga County Resource Recovery Agency to replace the Solid Waste Disposal Authority. The SWDA will wind down over up to three years while continuing trash pickup and landfill work at Tripoli, with the new agency issuing bonds to finance the Rock Cut project and managing contracts with UOP Syracuse University, and county and steam customers. County Executive Mulroy becomes SWDA liquidator, overseeing asset transfers and final wind up.

20 Percent Tax Cuts Urged by GOP Assemblym en
The Republican program committee travels the state proposing a comprehensive tax act with a 20 percent across the board cut in personal income corporate and residential real estate taxes. They seek support for sales tax reduction from 4 to 3 percent and a $3.6 billion five year tax relief. They push enterprise zones in distressed suburbs and rural areas to attract private investment and job growth while opposing a 1 percent sales tax hike for education and urging a timely new state budget.
