Gov. Carey's bill requires energy audits for public housing, rent controlled units, and cooperatives to identify conservation measures. Public housing must recoup costs in one year, while conversions to cooperatives or condos would aim to pay off in five years. A statewide 68 degree daytime minimum would apply Oct 1 to May 31.
