Utility crews worked overnight restoring service to all but about 400 of 4,500 customers in three western Massachusetts counties after an ice storm felled trees and snapped cables. Officials warned of possible outages if temperatures fail to rise above freezing.
U S diplomat Richard Osborne a first secretary in the economic section was declared persona non grata and ordered to leave Moscow after Soviet Izvestia said he was seized with radio spy equipment. An Embassy spokesman confirmed the expulsion while noting no comment on the detention or spy charge.
Israeli troops used tear gas for a second day to quell spreading violence in the occupied West Bank following former President Jimmy Carter's visit.
