Labor Board Counsel to Shape New Labor Law
Washington describes the general counsel of the National Labor Relations Board as the key figure under the new law. The five member board will wield powers with a largely independent general counsel who can investigate charges, issue complaints, and decide prosecutions, while the Labor Department shrinks to an statistics office. The old Conciliation Service is replaced by the Federal Mediation and Conciliation Service, outside the Labor Department. Start dates are set for August 99 and August 22 for the NLRB, with 5,500 unsettled disputes awaiting closure and union leaders predicting widespread paid vacations for workers.
